Reason:
1 second whatsapp Issue is due to bug in Android 9 (Pie),
(also i think, internet issue was in Android 8 (Oreo)

Solution:
Downgrade to Android 7 (Nougat),
Then go to setting, then in about, there will be build number, press 6 to 7 times, developer option will be enabled, go back to setting and check there will be developer option, go there and disable automatic system updates. and you should also never go to system update and not press to update Android, otherwise issue will come back as Android version upgrade.

Junk Solution (Not Use It):
Some people gives several solution, but they not work, including installing of GBWhatsapp and similar.
