if you cant then reinstall windows 7 to try with.

window 7 tu do din phlay instal ki hai.....window 8.1 bhi instal ker ke diekh laitay hien.
wesay mujhya yeh windows wala problem nahi lagta

First of all app ka current procedure successful nahin hoga i.e VGA to HDMI without proper converter
2nd : app k laptop main HDMI port nahin hai ya faulty hai

I have spare converter as in Kami's uploaded picture and can send you for checking purposes if it works then Good otherwise you may send me back.

@Allama G!!! windows ka issue iss lyyay naheen hay ,he needs primary display in DOS mode prior to load windows.
He wants to use TV LED beside laptop's lcd.
Asif Ali is interested to get Laptop's display on LED,,,,aur uss kay lyyay converter chahyyay jis kee picture kami nay upload kee hay.
Junaid kay logic say mein ittefaq kerta hoon.
