This plugin is originally made by Lucifer its an ipk package of the plugin IPK-Uninstaller.
this plugin is an embedded screen in some images.
you can not only uninstall plugins (that can be done via the plugin browser/Quick menu), but all kinds of packages.
it might not be something that every user needs, but if you do, you can install it yourself.
