Finally I Fix RTA NEWS to run on Oscam
THere is one extra step you have to do is although the channel is encrypted its showing as FTA. To inform oscam to treat this FTA as encrypted channel you have to add this line in oscam.dvbapi config file

0020::: 2600:000000:1FFF # RTA NEWS
and add Biss key in SoftCam.Key
F 00010020 00000000 1234569C1234569C ;RTA NEWS
The same is true for NCAM also
