@ lord, mere khayal main, boot time is not only tuner dependent , other factors also matter like image, settings, plugins and skin in use.
one more thing that much of the boot time is taken by application Enigma2 and for starting Enigma2 the CPU speed matters very much

Further mode, People who have tested the boot time, they just installed the stock image, tuned any FTA channel on both receivers and then performed the tests. you can find those tests on web if you search. Processor speed doesn't matter. for example if a task is done in 1GB ram, having 10GB ram ...
