in offline mode "who is online" option doesn't appear

Pakistani-forum has been banned/restricted since last many days ....uss board kay issues members nay highlight kiay lekin "kissi" nay response naheen kia ,ultimately the members after abusing the admin team left that board.
I'm observing the same behavior here on this board from admin team ...
